CBAM is converting European carbon intensity standards into the price of market access for every industrial exporter trading with the EU. Across every link in the value chain — from capture at cement plants and steel mills, to liquid CO₂ shipping connecting dispersed emitters to offshore storage, to the North Sea’s emerging storage marketplace — capital is committing and contracts are being signed. The question is no longer whether European CCUS will scale. It is how fast, over which infrastructure, and which markets will build their own programs on the European template first.
